Westley Watende Omari Moore is Maryland’s 63rd governor, serving since 2023. A Democrat and a first-time candidate in 2022, he won a decisive statewide victory and became Maryland’s first Black governor, quickly emerging as a prominent national figure within the party.
Moore was born in Takoma Park, Maryland, and spent much of his youth in New York after his father died when he was young. He attended Valley Forge Military Academy, later earned a B.A. in international relations and economics from Johns Hopkins University, and studied at Wolfson College, Oxford as a Rhodes Scholar, completing a master’s degree in international relations.
He served as a U.S. Army officer in the 82nd Airborne Division and deployed to Afghanistan, later transitioning into finance as an investment banker before expanding into civic leadership. He led New York’s Robin Hood Foundation as CEO and built a public profile as an author and media producer, including work focused on poverty, opportunity, and community resilience.
As governor, Moore has framed his agenda around economic mobility, education, public safety reform, and long-term competitiveness, balancing progressive policy branding with “fiscally responsible” rhetoric. His rise has also attracted heightened scrutiny typical of fast-rising national figures, reinforcing a political identity shaped by both executive ambition and high-visibility governance battles.
