Senator John Hoeven

“We need policies that empower our farmers, grow our economy, and protect North Dakota values.”

John Hoeven

John Henry Hoeven III is the senior United States senator from North Dakota, serving since 2011 after a decade as governor. A former banker and executive, he’s built a reputation as a steady, business aligned Republican focused on agriculture, energy development, and federal investment that flows back into a small state with outsized strategic industries.

Before elected office, Hoeven worked in retail banking and held leadership roles at North Dakota financial institutions, including serving as president and CEO of the state owned Bank of North Dakota from 1993 to 2000. That background still shows up in his governing style: risk management language, credit and capital framing, and a constant emphasis on “getting projects funded” rather than ideological showmanship.

As governor from 2000 to 2010, Hoeven oversaw rapid growth and diversification in the state economy, building an aggressive pro development model around energy incentives, exports, and infrastructure while maintaining high approval ratings at home. He then won the open Senate seat in 2010 by a landslide and has remained electorally dominant in statewide races.

In the Senate, Hoeven has centered his work on Farm Bill safety nets and crop insurance, pipeline and drilling support, water and highway projects, and a posture of skepticism toward federal environmental regulation. He also blends this with a committee portfolio designed for leverage, using appropriations and energy committees to move tangible wins for North Dakota, and using Indian Affairs work as a key interface with tribal issues in the Northern Plains.

  • Opposition to expansive climate regulation has drawn backlash from conservation groups and climate activists.
  • Pro gun voting record and strong NRA backing remain flashpoints for Democrats after major national shooting events.
  • Votes against January 6 related investigative efforts have been used by critics to argue he avoids accountability measures.
  • Social issue record, including abortion and same sex marriage positions, places him firmly on the conservative side of modern national culture wars.
